Starting a life/health insurance brokerage?

At age 57, I find myself unemployed and wanting to start an insurance business; independent broker. While I have no background in insurance, I do in business. Just having passed my state exam, now trying to decide the next steps, including how to form; i.e. LLC, C or S Corp; whether or form in Nevada or my home state of Oregon.
