If I want to work as a customs broker in the US, do I need to be associated with a freight forwarder company?

I want to exercise all the customs broker functions but I dont want to get involved too much in the logistics part of the business. I just want to work with documents, clearing, etc. Just traditional customs broker paperwork. Is this realistic?
