How do you find rates to offer shippers, when you are a freight broker?

Is there a website that brokers use to come up with the rates for shippers to move there freight for them? Or how do you know how much to offer a shipper if you want to broker loads for them?

A broker is a middle man. When you know someone has freight to move and the special characteristics of that freight, then go and find a trucker or freight company that can move it. You ask them what they charge and if they pay a commission. Now armed with your cost you offer to have the freight moved and quote a price. Some rates are on the Internet but you need contract rates which can vary greatly.
